Jailbreaking or as is most commonly known- unlocking ios 4.1. there
are now various tools available in the market by which one can unlock
all the features of the operating system of their iPhones which were
locked by the manufacturer.  Jailbreaking or unlocking ios 4.1 is
different from unlocking the sim which is used so that the sim of some
other service provider can be used in the same device. Hence should
not be confused with unlocking ios 4.1.

For unlocking ios 4.1 it is important that that your phone is jailbroken on the latest firmware. Once you are done with the jailbreak, you can now unlock your iPhone on the older baseband using Ultrasn0w 1.1-1 from Cydia. To do this:

You can either use Cydia or Pwnage Tool for unlocking ios 4.1. Also,
for the purpose of unlocking ios 4.1 for base bands 05.14 and 05.15,
one can also use the updated Ultrsn0w.

The benefit is that the user of the iphone is able to download the
additional apps (applications other than which are being provided by
the service provider)while it still continues to enjoy the apps and
other tools provided by their service provider.
